As an administrator, I need the ability to restrict the creation of a DL when certain users select specific attribute values in their smart group filter/query.
Example: Only specific users can create a dynamic DL with an Employee Type of Seasonal.

As a group creator, I need the ability for the UI to tell me there is an existing group that matches the smart group query I want to create, before I create the duplicate group.

Group owners should be notified if a group they own no longer has any members and will be deleted.

As a group user, I should be able to search for Groups by creating a query/filter of attributes and seeing what lists match those queries.

Ability for Group ID to automatically reassign any lists belonging to users who leave the company to their manager.
