Feature Request: Allow better control of "Manage Any Group" user permissions in Self Service

We would like to allow users to be able to export group members in Self Service but the only way to do this currently is to allow "Manage Any Group" for users.  This would mean end users could add and remove members from groups and control other group attributes that they should not have access to.

Can you create another permission called "Export" which would allow users the ability to just export group members?
