Workflows - Don't require specific fields

It my be desired in some cases for a newly created workflow to apply to any/all fields.  The workflow creation/edit screen makes this more complicated than it needs to be, as it requires specifying which fields the workflow applies to.  It should be possible to leave this field blank, and have it apply to any field of the object.  

Example use case: I want a workflow which requires a user's manager to approve any edits made to the user's account.  It should not be necessary for me to add each and every possible attribute to the fields list individually.  If I do not add any specific fields for the workflow to apply to, it should apply to all fields.
