Out of Bounds by Role

We need the ability to implement out-of-bounds by Role. End user out of bounds should be different than administrator out of bounds. If we create a "Super User" role we should be able to define a different out of bounds for that role than for the other two roles. Each role should have a default out-of-bounds that can be implemented or changed.
