Group Attestation without Group Expiration/Deletion

We would like to have the option of group attestation alone without group expiry or deletion.  With this users have the option to attest the group without any action being taken on the groups (expiry or deletion) if the attestation does not occur.

A report can be run to follow-up on groups that have not been attested repeatedly and the group owners be contacted outside of GroupID if required.
