Force Justification to join a group

Hey Team - Is it possible to Force Justification to join a group. 
Also - Is there a way to change the text from "Want to write a reason to group owner" to something of our choosing.

  I would like to ask how to implement this feature.  We want everyone to submit something that tells the group admins why the person is requesting access.  

  I also agree with Al that we want to be able to edit the text to say something like, "Please explain why you want to join this group.  Why do you need access to the application or data that this group controls?"

  I have filed this as a feature request having FR number 41328, since we can't force users to provide a reason at the moment when they try to join/leave.
  
  We can definitely look into the text part of this on a ticket.
